Why can't an interview predict how good a programmer you will be?

Any interview or test for that matter can never determine your worth! There are factors of luck, the synergy between you and your interviewer, your mental state and a lot of other ones that can determine the result of any interview or test.

The only thing you have control over is that you can try to give your personal best.

We, at Programming Pathshala have seen very good programmers getting rejected in interviews due to them not being able to communicate their approach properly.
